Title: Recruitment and Onboarding Specialist
Reports To: Senior Manager, Human Resources
Salary Range: $58,884 - $89,242
Job Summary:
Under the direction of the Senior Manager, Human Resources, this position provides support to the organization in the areas of recruitment and onboarding of employees. This position coordinates recruitment for the entire agency and serves as the point of contact for hiring new staff while working collaboratively to ensure a positive experience and desired outcomes for all parties. Additionally, this position supports the Human Resources Department by participating in department projects and providing back-up support to department staff. The Recruitment and Onboarding Specialist focuses on creating and maintaining effective and efficient processes, data integrity and timeliness in the completion of tasks.
Essential Functions:
Duties and Responsibilities:
Coordinate and administer the hiring process to ensure efficient, effective, respectful and timely processes. Work with supervisors, managers, staff, and applicants.
Provide expertise and guidance on recruitment process and expectations. Consult with hiring supervisors regarding candidates.
Develop recruitment initiatives to attract and solicit applicants to ensure an adequate pool is maintained.
Participate in community events to promote the program and establish and maintain partnerships with community organizations, colleges and universities. Participate in job fairs and proactively seek new sources for applicants.
Ensure job descriptions are accurate and up-to-date. Work with hiring supervisors to make updates as needed.
Manage the organization’s applicant tracking system; post and advertise available positions internally and externally via applicant tracking system.
Manage the organizations onboarding system ensuring documents transfer from the recruiting system and that new hire processes are completed.
Review, develop and revise interviewing materials and employment skill tests.
Prepare letters to applicants and contact applicants as appropriate; make job offers as requested.
In conjunction with HR staff, create salary offer worksheets for salaried candidates and coordinate with hiring supervisor to ensure proper starting wage is determined prior to formal job offer is made. Analyze past practice and staff hired into similar positions.
Coordinate pre-employment requirements as necessary including background checks and pre-employment physicals.
Assist with the maintenance of the Human Resource Information System (HRIS) focusing on data integrity and accurate use of the system in the assigned modules. Create records, enter data and access data and pull reports as needed.
Implement HR systems/processes related to recruitment and onboarding.
Map HR processes and create options for improved efficiencies and effectiveness. Participate in the development of, or changes to, systems or processes within the Department.
Manage the onboarding of employees to Community Action.
Schedule, coordinate, and facilitate the New Employee Orientation sessions
- Prepare the agenda and related materials for New Employee Orientation.
Maintain recruiting and onboarding records including the transfer of new hire information to personnel files and related records.
Develop and maintain recruiting and onboarding record retention policies including personnel files, term files, I-9 files, job posting folders, interview files and other files as necessary. Ensure that the policies are in compliance with applicable record keeping requirements.
Ensure staff qualifications and other employee information required for ongoing reporting is entered in necessary databases upon hire.
Participate in the Human Resources (HR) department projects, teams, assigned areas of expertise and back-up of other HR staff; facilitate the interface between Human Resource initiatives and implementation within the organization.
Actively participate and contribute to Human Resources teams and projects.
Drive operational efficiency by identifying and implementing process improvements, creating standardized procedures, and documenting best practices to streamline HR talent acquisition operations and enhance overall departmental effectiveness.
In collaboration with HR and organization management and staff, determine information and training needed on HR initiatives and facilitate communication and/or implementation of HR initiatives.
Qualifications:
Education & Experience: Bachelor’s degree in Human Resources, Business Management, Nonprofit Management, Marketing or related field and two (2) years of related experience or the equivalent combination of education and experience to successfully perform the duties of the job.
Abilities and Skills: In order to be successful in this position, the person will at minimum need to possess the following abilities and skills:
Proficient with Microsoft Office Suite (Word, Excel, Publisher, and PowerPoint), required.
Proficient with Google products (Calendar, Sheets, Docs, and Gmail), required.
Effective verbal and written communication skills required. Public speaking skills preferred.
Must have the ability to handle and prioritize multiple tasks with close attention to detail and accuracy.
Must have an understanding of social networking tools.
Experience with relating to and communicating effectively with a variety of multi-ethnic and socio-economic groups and/or individuals preferred.
Successful in building and maintaining relationships and working with community members.
The ability to work independently and on a team is critical to this position.
Must have the ability to relate professionally and positively and work cooperatively with other employees at all levels.
Excellent time management skills.
Driver’s License: A valid driver’s license and daily reliable transportation required.
Work Knowledge: Knowledge of laws, regulations, guidelines and best practices affecting Human Resources.
Physical Requirements: Normal office physical exertion required.
Mental Requirements: This position requires an awareness of deadlines, the ability to handle and prioritize multiple tasks, close attention to detail and accuracy, and the ability to function independently and as a team member.
Environmental Requirements: Normal office environment.
