The Equity and Human Resources Department is currently recruiting a full-time, benefit-eligible, Recruitment and Engagement Manager.
Reporting to the director of equity and human resources, the recruitment and engagement manager manages and implements a variety of programs, policies and processes in service of a productive, collaborative and inclusive work environment. The output ultimately results in the City of Brooklyn Center being a great place to work.
Responsibilities for the role focus on two areas of the employee experience: (1) hiring through to onboarding (2) employee culture and work environment. It is essential that the person in the role have a successful track record weaving diversity, equity and inclusion (DEI) into their work and be able to model strong leadership and collaboration skills. It is also important that the person in the role have experience with organizational effectiveness-related work like culture building, employee development, performance management, and process improvement. Other responsibilities include, but are not limited to, facilitating training, conducting employee relations, ensuring compliance and safety standards are maintained, and maintaining job descriptions.
Strategic programs and projects
- Assist the director of equity and HR on work related to organization effectiveness, organizational design, and workforce planning.
- Model, teach and coach behaviors that contribute to a collaborative, productive, and inclusive work environment.
- Compile an annual culture profile report and share findings and recommendations with leadership and staff. Quantitative data includes, but is not limited to, employee engagement scores, employee demographics, promotions, turnover, benchmarking data, and any relevant productivity measures. Qualitative data includes, but is not limited to, employee comments, resident comments, and exit interview information.
- Ensure DEI is woven seamlessly into policies, processes and programs.
Recruiting, interviewing, hiring and onboarding
- Ensure recruiting processes yield a diverse and qualified slate of candidates.
- Guide hiring managers and interview panels through an equitable interviewing and hiring process. Create a welcoming interviewing environment.
- Ensure new hires are accurately entered into the system, including I-9s, compliance testing (DMV, drug, etc.)
- Facilitate the onboarding process, ensuring new employees are successfully welcomed into the work environment, shortening the time it takes to becoming a productive employee and increasing engagement.
- As needed, update job descriptions and ask third-party vendors to conduct salary analysis.
Culture and work environment
- Conduct a regular engagement survey and lead the organization as results are reviewed and action plans implemented. Report back to leadership and staff on progress made.
- As needed or requested, run reports on demographics, promotions and turnover.
- Manage the employee wellness program.
- With the director of equity and HR, coordinate employee training programs and professional development programs like StrengthsFinder, customer service, and training for managers.
HR Policies, Compliance and Employee Relations
- Manage the personnel handbook, keeping the content current, accurate and accessible.
- Coordinate the implementation of employee safety programs.
- Develop and implement an HR crisis response process.
- Provide guidance and support to employees; resolve employee relations issues and problems as needed using progressive discipline. Lead investigations.
- Ensure compliance with applicable state and federal laws.
Supervision
- Establish a collaborative, productive, equitable and inclusive work environment.
- Model the values, ethics and performance standards for the team.
- Establish performance goals, assign accountabilities, monitor staff performance and conduct annual performance appraisals.
- Delegate work, providing clear expectations regarding due dates, budget and any quality-related requirements.
- Coach and develop staff using a supportive and strengths-based approach.
Miscellaneous
- Provides generalist support to one or more departments. Work includes meeting regularly with the department head, managers and staff to understand their business and how HR can support them through such things as hiring, training, coaching, org design work, and employee relations.
- Participate in union negotiations.
- Maintain org charts.
- Manage assigned vendors.
- Submit invoices for assigned vendors.
- Ensure employee records are kept up-to-date and are accessible.
- Other work as assigned.
- Bachelor’s Degree or equivalent experience; at least five years of HR-related experience.
- Successful track record weaving DEI into HR programs and processes.
- Strong evidence of having worked on becoming an inclusive leader.
- Demonstrated skill and comfort in building relationships with diverse groups of people.
- Committed to establishing a safe, productive, collaborative culture that values DEI. Able to build strong relationships with a wide variety of people.
- Knowledge of employment/labor laws; knowledge of HR policies and procedures.
- Effective leadership and coaching skills; experience in employee relations.
- Experience in a variety of organizational effectiveness projects.
- Exceptional written, oral, interpersonal and presentation skills.
- Proficient facilitation skills.
- Experience working across teams with the spirit of collaboration and partnership.
- Excellent judgment and problem-solving skills, including negotiation and conflict resolution skills.
- Ability to operate as strategic thinker.
- Flexible and willing to adapt to change.
- Is detail oriented, organized and analytical. Manages time wisely.
- High level of integrity and ability to keep confidential information private and secure.
- Proficient in MS-Office
- Vendor management.
- Experience working with unions.
