Job Description

The talent acquisition specialist is responsible for administration of the entire recruiting cycle including sourcing, attracting, selecting, and hiring qualified and diverse talent. Partners with hiring managers to define and operationalize innovative talent acquisition strategies that result in hiring quality candidates through an exceptional candidate experience. Builds the brand awareness of the City of Minnetonka as a premier employer. Contributes to a climate of diversity, equity, and inclusion.

Duties/Responsibilities
  1. Responsible for talent acquisition:  
    • Execute full cycle recruiting process from sourcing to candidate selection
    • Create and continuously improve hiring processes for managers and HR
    • Develop inclusive position descriptions
    • Source candidates using competitive strategies
    • Design and manage recruitment and selection processes (resume screening, screening calls, interviews etc.)
    • Review employment applications and background check reports
    • Serve as the city’s ambassador internally and externally at events with a goal of networking and building relationships with potential candidates
    • Manage the candidate experience; counsel the candidate on city benefits, salary, values, and culture
    • Create regular reports on key talent acquisition metrics
    • Work closely with marketing department to develop creative ways for addressing talent acquisition challenges, suggest new ideas for improving talent acquisition activities
    • Conduct workforce planning and anticipate future employment needs
    • Manage administrative activities associated with recruitment (job requirements, requisition process, internal and external postings, process tracking, metrics, compliance reporting, etc.)
    • Assist with the preparation of EEO reporting
  2. Conduct on and off boarding  
    • Assist with designing and administering successful new employee orientation and onboarding programs
    • Process onboarding and offboarding paperwork and transactions
  3. Perform general communication activities:
    • Develop effective working relationships with city staff and city leaders to ensure collaborative efforts are made and goals are achieved
    • Assist with maintenance and updating city policies and procedures
    • Attend/participate in professional networking, development, and educational opportunities related to Human Resources
    • Serve on various internal committees as required     
  4. Perform general administrative activities:
    • Identify and implement strategies, processes, and procedures to improve operational efficiency
    • Participate in the development of short and long-term strategic planning
    • Assist with research projects/assignments/related functions to meet HR initiatives
  5. Maintain confidential integrity of employee personnel records, medical records, and departmental records:
    • Comply with Minnesota Data Practices Act in maintaining and providing information
    • Comply with retention schedule and system.
  6. Perform other duties consistent with the responsibilities of the position as apparent or assigned
    • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law

Qualifications

Minimum Qualifications

  • Bachelor’s Degree in Human Resources or related field; and two years of professional level Human Resources experience, or a combination thereof.
  • Minimum of two years’ exempt and non-exempt recruiting experience in full life-cycle environment, including management of multiple roles simultaneously
  • Demonstrated commitment to fostering a diverse and inclusive working environment
  • Strong skills using applicant tracking systems (ATS) or an integrated ERP that includes a recruitment module
  • Recruiting and interview skills utilizing phone, in person, and online meeting platforms
  • Experience interpreting personnel laws, rules, and collective bargaining agreements sufficient to ensure appropriate application of the language and advise on personnel matters
  • Proficiency in Microsoft Office products including: Word, Excel, Outlook and PowerPoint
  • Ability to communicate professionally, positively, and in a timely manner both verbally and in writing to solve problems and address concerns
  • Excellent organizational skills and ability to handle multiple priorities and demands, meet deadlines, prioritize, and work independently to accomplish goals and objectives of HR department
  • Demonstrated ability to maintain strict confidentiality and build trust

Desired Qualifications

  • Five years of progressively responsible human resources experience
  • Proven experience as a Recruiter either an in-house recruiter or a staffing agency recruiter
  • Previous experience implementing diversity hiring best practices

This position is a non-union, exempt position with the following compensation range reflecting an annualized pay rate;

  • Step 1 –$37.502
  • Step 2 - $38.543
  • Step 3 - $39.585
  • Step 4 - $40.627
  • Step 5 - $41.669

*Yearly cost of living adjustment (COLA) and market adjustments may be in addition to the above listed salary step increases. Step increases may occur after six months, one year, two years, and three years from date of hire.

**This position is also eligible for a yearly departmental MERIT payment of up to 2.5%. Those with less than one year of service may receive a pro-rated amount of the identified MERIT increase, per personnel policy guidelines.
