We’re currently hiring for a Lead Recruiter, Gig Strategy.


  • Lead “gig” talent acquisition efforts for ICF Next, including on-call recruiting and contractor & staffing vendor management.

  • Identify opportunities for efficiencies in current contingent labor recruiting process. Recommend and implement best practices.

  • Partner with the business, hiring managers, finance, and resource managers to prepare for and staff present and future “gig” staffing needs.

  • Present contractors, freelancers (1099), and on-call - candidates to the hiring manager to be considered for temporary and on-call employment. 

  • Collect feedback from interview and partner with interviewers to make hiring decision.

  • Extend offers to 1099 and on-call employees and negotiate and coordinate offers with staffing vendors.

  • Build and maintain a candidate matrix of resources, which include previous contractors, freelancers, and on-call employees.

On-Call Recruiting specific:

  • Lead marketing & communications, creative, design, and other on-call recruiting efforts, including requisition management process in Workday.

  • Leverage job posting, job boards, and sourcing tools to identify and engage on-call talent.

  • Build, grow, and nurture on-call talent pipelines in our CRM tool, Beamery.

Contractor and Vendor Management specific:

  • Build and manage Staffing Vendor Scorecard, which would include a review of current vendors and their performance, pricing, and partnership.

  • Lead and manage staffing firm partnerships.

  • Coordinate with staffing vendors to screen and understand contractor and freelancer expertise, personal needs and preferences, in order to match them to business staffing needs. 

  • Partner with Talent Coordinators in scheduling and managing contractor interviews with predetermined interview teams.

  • Work with ICF Contracts team in the management of staffing vendor agreements, MSAs, and contracts


  • 5+ years of experience recruiting temporary resources within a professional services organization (marketing agency or management consulting strongly preferred)

  • Experience managing the vendor relationship with staffing agencies, including MSA management, pricing negotiation, and more.

  • Bachelor’s Degree
