Fraser is seeking a driven HR Recruiter to support talent acquisition needs in a high volume recruiting environment.  A successful HR Recruiter at Fraser drives the recruitment process forward, engages candidates representing the Fraser brand, and anticipates department staffing needs.  Candidate will participate in full cycle recruiting, including: sourcing, advertising, phone interviewing, and negotiating offers within established compensation ranges.  The HR Recruiter has a direct impact on Fraser’s ability to live the mission; to make a meaningful and lasting difference in the lives of children and adults with special needs.


  • Establish relationships with Division Hiring Managers to effectively assist with recruitment and retention.

  • Identify effective recruitment sources with emphasis on securing an adequate applicant pipeline within an assigned advertising budget using a variety of sources.

  • Utilize solid judgment skills to prepare specific interview questions, interview candidates, and provide quality recommendations for hire.

  • Extend job offers and effectively negotiate offers as needed within defined salary ranges.

  • Initiate and participate in outreach efforts to promote Fraser while sourcing applicants with emphasis on diversity recruitment, referrals, and/or college and university recruitment efforts.

  • Complete new hire and ongoing payroll paperwork for new hires, change of statuses, and terminations.

Richfield, MN

Available schedule:

Monday-Friday, 40 hours per week during standard business hours. Some evening/weekend hours may be required for attendance at recruiting events.


  • BA/BS in Human Resources, Business or related field required.


  • Prior staffing experience preferred but not required.

Other Requirements:                                    

  • Ability to achieve and maintain status of “may provide direct contact for this agency” upon completion of criminal background studies.

  • Valid Minnesota driver’s license, acceptable record, and access to a reliable vehicle required.

  • Effective communication in the English language, including verbal and written communication with both internal and external contacts required.

  • Basic mathematical skills, including the ability to add, subtract, multiply, divide and calculate percentages required.

  • Ability to recognize problems, establish facts, and draw valid conclusions required.

  • Computer proficiency using Word and Excel with proficiency in keyboarding skills required.

  • Excellent organizational skills and attention to detail required.
