Kevin - what you mentioned is even more applicable if the opportunity one is seeking is that of a consultant or advisor. Then the respective manager is even less likely to fill the need because (1) the hassle of hiring a consultant (2) don't want to admint they need help. Recruiter can be a real-value add here by "sniffing out" these opportunities and offering to fill it.
